If you do something illegal in front of FCPD or other police camera, you do a sneak roll first. A successful sneak roll means you get no stars for whatever horrible thing you did. You can grind sneak by doing illegal things in front of cameras, or doing illegal things now deemed legal temporarily - eg, killing tankboys under corpclave security cameras, or chomoninjas under FCPD cameras. You have to have high total sneak for this to work reliably.
Evading Aggro
Whenever you walk into a room with at least one mob who could be hostile to you, you roll a sneak check against the highest Appraise skill of all eligible mobs in the room. If you succeed, you become immune to aggro for at least 2 heartbeats (plus a bonus scaling on how well you did), and your entry/exit messages are silenced. creeping along gives one a bonus to this check.
