Teachers

When learning skills, one has an ability to learn from either players or NPC teachers. NPC teachers are usually more available, but they require payment equal to amount of XP spent to learn a skill.

On High St - 600 block in Freedom City, there is a telephone pole that serves two purposes:

1) Read ads. This lists the basic teachers, what they teach and their current area (very useful for roaming NPCs).
2) Post/read offers. Players can post offers about what skills they're willing to teach. Nobody does this because it's faster to just ask on tradenet.
